Conjecturing the Nexus of Human and Artificial Intelligence in Implementing the Sustainable Development Goals: The Imperative of Governance, Prof. Jerry Kolo, Sandra Schrouder

 

Human intelligence (HI), the primordial and quintessential capacity of humans as social and empathetic animals to reason and take actions, is currently being challenged, rattled and disrupted by artificial intelligence (AI). AI is the capacity of machines to think and act by strictly ‘reciting’ or ‘regurgitating’ the dictates of algorithms programmed by humans. Arguably, the intent of humans, in the spirit of innovation, is to facilitate human services, functions and processes through tools such as AI. What seems perplexing, as in the case of AI, is when tools compete with, or even usurp at an astounding pace, the domains hitherto exclusive to human hegemony. What then is the nexus of HI and AI, adjudged by their substantive comparisons and contrasts? How should this confluence be managed to be complemental rather than conflicting, in order to address societal goals, articulated in the sustainable development goals (SDGs), cost-effectively? In answering these two questions, the aims of this paper are, one, to delineate the unique strengths of HI and AI in the implantation of the SDGs; two, to highlight the complementarity of HI and AI; and, three, to propose and rationalize a governance framework to facilitate the complementarity of HU and AI in the ultimate interest of the public. The research questions will be answered, and the research aims achieved from a policy analysis spectrum, using the narrative literature review research method, in which literature from the technical AI and policy fields will be used for information to address the research questions and aims.
