Abstract: Sudan has greatly suffered from years of civil conflict and political instability that have caused significant damage to the nation's infrastructure. Economic activity and basic services have been affected. The recent outbreak of armed conflict in 2023 further damaged critical infrastructure, including water supply systems, transportation networks, and electricity generation facilities. As a result, poverty, displacement, and social inequalities have significantly increased. This situation underscores the critical need for developing a strategic plan for Sudan post-conflict reconstruction. This study investigates the integration of Sustainable Development Goals (SDGs) into Sudan's post-conflict reconstruction strategic planning. A mixed-methods research approach was employed, combining a systematic review of the most successful international practices with analysis of infrastructure performance in relation to SDGs indicators. This approach brought into perspective the most critical challenges such as the fragmentation of governance structures, insufficient financial resources, ongoing political instability, and inadequate local technical capabilities. A strategic planning framework tailored for Sudan was developed, including a well-defined vision and goals, inclusive stakeholder participation, robust environmental and social impact assessments, adaptive risk management, and specific monitoring and evaluation systems. Implementation of the framework will ensure that integrating SDG principles enhances the resilience of infrastructure projects, enables equitable resource distribution, and accelerates community recovery. The outcomes suggest the potential of SDG-based planning to restore essential services, rebuild societal trust, and stimulate sustainable economic. Lastly, applying this all-inclusive, holistic framework allows Sudan to effectively tackle the complexities of post-conflict reconstruction and ensures that infrastructure investments deliver lasting improvements aligned with broader sustainability, equity, and resilience goals.
