Implementation of smart governance and cities: concepts, benefits and challenges, Adebisi Temidayo

Abstract: The review discusses the evolution of public administration towards the concept of smart governance, which aims to create a good society characterized by efficiency, transparency, and improved urban outcomes through technological innovation. Smart governance integrates advanced technologies such as the Internet of Things (IoT) and artificial intelligence (AI) to enhance public services, promote sustainable development, and foster citizen engagement. The concept of smart cities is introduced, emphasizing the role of smart governance in optimizing urban operations and improving residents' quality of life across six dimensions: smart living, mobility, environment, economy, governance, and people. The notion of a smart nation extends these principles nationwide, focusing on interconnected infrastructure and open data sharing to enhance governance and citizen welfare. The research highlights Bangladesh's ambition to become "Smart Bangladesh," emphasizing the importance of smart governance in achieving its four pillars: smart citizen, government, economy, and society. Despite progress, challenges remain in realizing this vision, particularly in identifying core obstacles and strategies for overcoming them. The research aims to fill gaps in the literature on smart governance by exploring the challenges and priorities identified by multi-level stakeholders, including government officials, ICT experts, and academics. Through qualitative methodology, including semi-structured interviews and secondary source analysis, the study seeks to articulate these challenges and the differing perceptions among stakeholders. The findings are expected to contribute to the development of smart governance frameworks, offering a strategic blueprint for establishing smart cities and nations, while emphasizing the need for transparency, citizen engagement, and the integration of technology in governance processes. The study is structured into eight sections, covering theoretical frameworks, methodology, findings, and implications for future research.
