Abstract: The chapter was authored by the Arab Organization for Agricultural Development (AOAD), an organization dedicated to enhancing agricultural development and food security in Arab countries. AOAD collaborates with governments, international organizations, and local communities to promote sustainable agricultural practices and socio-economic development.

Sudan’s agricultural sector has long been a cornerstone of the country's economy, but years of instability have severely disrupted food production and rural livelihoods. This chapter outlines a structured roadmap for agricultural recovery, focusing on an inclusive transformation model that actively involves local communities while preparing them for digital financial integration. The strategy centers on three key pillars: skill development, cooperative organization, and knowledge dissemination, all of which are essential for building resilience and long-term sustainability.

A key feature of this framework is its collaborative approach, bringing together stakeholders from the public sector, private enterprises, civil society, and research institutions. By fostering these partnerships, the model ensures a coordinated effort toward sustainable agricultural reform. It also integrates digital tools, expands financial access, and enhances governance to help farmers move beyond subsistence farming toward market-oriented production.

To address the challenges of post-conflict agricultural stagnation, the plan introduces a decentralized support system. This includes establishing regional service hubs and digital knowledge-sharing platforms to fill critical gaps in financial access, technical expertise, and market connectivity. These initiatives not only boost productivity and food security but also lay the foundation for long-term economic stability.

Beyond Sudan, this recovery framework serves as a replicable model for other nations facing similar post-crisis agricultural challenges. The chapter also highlights its alignment with the United Nations Sustainable Development Goals (SDGs), particularly SDG 2 (Zero Hunger), SDG 8 (Decent Work and Economic Growth), and SDG 17 (Partnerships for the Goals). By integrating these global development principles, the proposed strategy ensures that Sudan’s agricultural recovery is both sustainable and impactful.
